Enable camera access in Settings > Privacy & security > Camera. Check for a physical shutter or an Fn key that disables the camera. Then open Device Manager > Cameras, right-click your webcam, and select Uninstall device, then restart to let Windows reinstall it.
If not fixed, check with camera hardware.
